Is it possible to use time cards to record hours worked only, with not amount paid?
This would allow to account for the time spent on a project by people not being paid.

Is there another way to do the same thing?

Timecards record the quantity (hours worked) by the rate per hour. If unpaid / Unprocessed then the timecard remains outstanding.

A simple entry to record time with time/quantity with no rate at an expense of any amount would be to menu select View > Quantities & Amounts to Rate and Quantity columns where you can set the quantity of any amount with a rate of zero with amount of zero or any amount. The posting entry is not a timecard and the cross account selected is not used for any type of costing.
